Different printers will charge for different things. Personally, I would charge it as a one color job for white on black and a two color for any other color on black.

Many times a gradient image printed through high mesh count will not feel too plastisol-y even when printed with that type of ink, but for a true soft hand feel discharge or water-based ink would be your best bet.

Dye Sublimation is also another option.
