Best photoshop? Adobe CS?

Just wondering.... We're looking into new software for editing photos and design, etc. I think we need photoshop? But which one? Do we need the whole Creative Suite? Trying to keep cost down, maintain quality.... What version is best? Any thoughts....?

You'll need a vector and a raster programme, so Photoshop/Illustrator, CorelDraw Suite or even GIMP/Inkscape for free.
You can download trial versions, avoid the hacked versions, they may be full of malware.
