My nozzles were firing not so good in the blue and black channels so I decided to take the head out and do a flush. I didn't want to risk leaving it and have the problem get even worse. I've done this before and everything went well.

I put the head back in, ran a power clean and did a nozzle check.
The nozzle check wasn't too bad before hand, now it is TERRIBLE.
The nozzles seem to be firing everywhere. I've attached a photo of the nozzle check.

I'm wondering if it's due to only having run one power clean, do I need to run it a few times? Do I need to do an ink charge? I ran one clean and then my maintenance tank was full and won't reset so now I am in a bit of a pickle.

I would like to know that if judging by the nozzle check, do I need a new print head altogether?

Have you cleaned the blue caps on the bulk cartridges. If you have not, then clean them and do another power clean.
