ive separated and printed (1000x1400 pixel) 5 X 7 inch 200dpi jpeg ripped from a pdf scaled up to 13 x 18 and it printed really well using index separations.

so yes. hopefully its not riddled with artifacts... a jpeg can actually be clean, provided it was saved with high quality compression.

if its going on a white tee... they could possibly CMYK it. maybe a spot color or two to make it pop more...

no separation charge on that...
