Anyone familiar with a resellers certificate in TN?

I am starting a new screenprinting business in Tennessee and was wondering if anyone is familiar with the necessary steps. I have a business license but hvaen't been able to acquire a reseller's certifiate or my state tax ID. Any help would be greatly appreciated. Thanks a bunch.
