Can any printer be switched to a dye sub printer? I have a Brother MFC-J6710DW, can I just get a CIS and fill it will Dye Sub Inks?

Sublimation printers must have piezo heads, which most Epsons and Ricohs do. I think your Brother printer also has piezo heads but you'd have to check this by googling for sublimation ink cartridges for your model.

If you can find someone selling a CIS for your printer, yes. Otherwise, no.
There are refillable carts that are very large for that printer available, it basically is more like a large format ink system so no cis is needed.

Note the size of the carts.
Brothers are piezo electric printers and can be outfitted with sublimation inks.
The UK dye sub forum had some users a while back and Cobra had supported this in the past.

Once you have refillable cartridges, can you use any sublimation ink to run through the cartridges?

short answer yes.
Ideally you would want to use an ink supplier who has specific color profiles for your brand of printer.
