alternating red lights??????

what do the alternating red lights mean, and what can i use to fix this?

(by the way, i tried the ssc utility, but I cant really use any of its functions without getting the "Printer off, or some other problem!" warning. what can i do about this?

ive had this issue before, having to do with the waste ink counter.

the printer turns on, and then the lights start flashing.

the ssc utility is said to be the solution, yet it wont work with the printer stuck in this error.
