Not 100% sure if you are just asking what they do or if you know what they do and they are just not working. If you are curious what they do then I can help with that.
The lasso allows you to selected only the items that you outline when you click and hold the mouse and draw around the items.
The wand allows you to click one item and it will select all items with the share the same color.
Hopefully this is what you were looking for... and I attached some pictures showing this.

They just won't work. I can use them in Photoshop. I have knowledge of the use of. I just can't them to work. The lasso does its thing till you let go of the mouse and it goes away, The magic wand I can't get to work at all.
Does Rasterizing or flatten halve something to do with it. Do I have to modify it form the original to use these tools?

The tools look the same but they do not do the same thing the tools do in Photoshop. I can't really come up with a better way to word it than thutch15 did.
You really should look up some Illustrator tutorials. It's very confusing if you've only used Photoshop and none of the tools behave the way you expect them to.

I had this issue with illy for about a day but it was with I believe it was 3 different tools I keep my cool for hours then finally with a deadline looming I got a bit up set and just started running my hand all over the keyboard and whatever I did made them work again hahahaha, I even did a hard restart with the program open thinking it might reset whatever happened back but it did not. I don't know what happened but I say close any art you have open and give it a try lol. (not responsible for any damage that may occur lol)

i too once had a problem with the toolbar in an older version of illustrator.
what i had to do was download an update from adobe and install.
have you ever been able to use them before? do you have the original disks (in case you might have to reinstall). if you have been able to use them and all of a sudden you can't you need to backtrack what you've done to the system since being able to use them. step by step troubleshooting.
also sometimes throwing away the illustrator preferences folder and then rebooting works.

I have looked for the reset toolbar button and cant seem to find it. BTW I am working of an IMac. I really like it but it is a little different than the PC. I still havent gotten the top four button to work properly. Thanks for all the input. I am learning the art, The rest I already know.

there is no 'reset' for the toolbar.
i also use a mac. try the suggestions that people have posted. if none of them work i'd suggest reinstalling the software.
what version of illy are you using? i told you above i had a problem with the toolbar using illustrator 10 and had to update it for it to work properly. update not upgrade. now i'm thinking it was the OS i had to update from osx 10.2.? to something above that and it worked. depending on whether you are on ppc or intel machine.....ppc stick with 10.5.8 leopard.

The tools should perform similar to Photoshop.
The item(s) you are trying to select.... are they on a layer that is locked? Or are the items you are trying to select locked themselves?
Are they inside a placed graphic? Illustrator can not select items inside a raster file because it sees the entire raster file as one item.

In illustrator you cannot use the magic wand tool on images. You can't select separate colors on a picture. It will only work when selecting objects. It will select objects from different groups and layers as long as they are not locked and aren't in a group that precedes the group you are in.
I don't know if this was part of the issue or not but I hope it helps.
