If you need custom sizes, maybe try going over to Etsy. There are tons of embroidery sellers that can maybe help you out and sell you 2"x4" hot seal blank patches. I doubt they'll come out to $0.45 each but it could be a last resort kind of thing.
Make sure you ask if they use polyester fabric. And you can send them the image from conde, to show how you expect it to look.
