Default How to dilute discharge agent

How are you diluting your discharge inks, and are you adding anything else to your mix?
Usually, I add 3-5% Penetrant from Rutland to help the discharge inks to soak well into the weave of the fabrics. I use the same ratio of activator (powder) to the base and mixed pigment.
Every so often, I will find specs of undiluted powder on the screen while printing. Specs that do not dilute.
I am wondering how you are mixing the inks with the discharge activator to see if anyone has a cure or trick? Oh PS, I also have used a tiny bit of warm water to the mix to help it along, but it does not seem to fix the issue. This is rare, but annoying as hell.
