Default Ink Build Up

We are having an issue with ink build up on the print side of the screen. We generally print an underbase + flash + cool down then print 7 colors wet on wet. The build up is causing the colors early in the print order to not adhere to the underbase so the color is blotchy. Doesn't seem to matter what color it is. We may get up to 150-200 prints before we have to stop and wipe the screens. Seems to have started being an issue since the phtalates have been removed. We started trying to underbase more of our colors so it's really been an issue lately.
We generally print 12 colors on a 14 color press so adding a 2nd flash isn't an option.
We've tried both dual cure and photopolymer emulsions, the dual cure worked a bit better but not perfect.
Underbased colors on a 280 mesh.
We generally print each image on both 100% cotton and poly cotton blends in a variety of colors.
We use Roller Frames so our mesh tightness isn't an issue. Tried different off contact settings too.
Any other suggestions would be appreciated.
