Vectors not scalable [Fixed] somewhat

Hi, I followed every tutorial I could find about this issue and I'm still not able to make my designs scalable.

Example : I upload a design 300 dpi 4000px X 4000px and upload it and in spreadshirt and once uploaded it says the following.

Design type : Vector graphic (SVG)
Scaling: : Scalable (min: 100%)
Size : 28.0 cm x 24.7 cm

But when I try to create a T-shirt with either :
Flex Print (Smooth)
Flock Print (Velvety)
Special Flex Print

I can't scale them down to a smaller size or very small size and even just a small reduction example from 27.7cm x 24.4cm to a size lets says 16cm x 14cm. The only way I can scale any of my designs is to choose Digital Direct Print
But I don't want to use Digital Direct I want to use Flex or Flock.

Here's one of them :
Vector design

Like I said I tried every thin and very way possible and I can't find why sometimes they are salable to a very small size and some not like this one.

They are gradiants of the same color upload it to spreadhsirt and you'll see that spreadshirt will gather them into only 3 colors there is only 3 colors in total, but that's not the issue.

The issue is scalability, I have other designs with only black and white and it does the same thing. I'm unable to scale them down on Flex and Flock the only way to scale them down is to use Digital Direct which I don't want to use.

I'm not talking about scalling in illustrator I'm talking about once uploaded to spreadishirt it doesn't let me scale them down.

Asking something on their forum 80% you don't get a response and the other 20% if the respond it takes 2 weeks and I don't want to wait 2 weeks for an answer.

flex and flock are only 3 colors, your design has many more

4000x4000 is massive, svg's by their very nature are scalable
i just tried several svg's there, ranging for 150x50 to 750x575, with no scaling issues

i had a t-shirt given to me and it had a flock on it,
literally the worst feeling design i have come across
i don't know if that is the same, but i would like to hear your thoughts on it if you get it done

edit: i just noticed you posted above
scaling occurs before you chose printing method

that spreadshirt is a strange site, no doubt

i hope you get quality products

is your site down?

for vector, it is usually ppi (pixels per inch) and changing this only changes size
for raster, dpi (dots per inch) is for clarity/quality and changing it does not affect size

so all your vector drawings are unaffected by your raster dpi, unless you have some raster components in your vector design
but then again, it's a murky world that seems needlessly complex sometimes

The way copyrights works, if you modify 30% or more it's legal. EXP :
9000 anchor points and 6 colors in the original then you remove 6000 anchor points and change or remove 1 or 2 colors and remove a few lines that change a bit how it looks but pretty much the same then it's legal because it's been modified 30 to 45%.
Where on earth did you come up with this? Not a single word is true. Even if it were true of copyrights (which it isn't), using logos would be trademark infringement. So copyright laws wouldn't even apply. But please please please... for anyone reading this... it simply isn't true. There is no written law that substantiates a % of change will void copyright protection. Unless you can site a legal source, don't post this foolishness.
