You could index print it with several levels of grey, wet-on-wet, you should be able to get some really good detail.

You can correct for colour casts (which is what printing on a coloured shirt essentially means) but you will not be able to get the highlights.

Spot colour inks are rather more opaque.

Try Ghostscript and Ghostview as a basic RIP system, they are Postscript interpreters and you print through the Windows driver.

You can use bad files, but in general printing from the native design app will generally be the best.
Work in RGB.
Vectors are good, especially for text.
Design images at 300dpi, min.
