Default What your printer does and does not do for you?

Totally new to this, I’ve made a few designs and I’m ready to find someone to source plastisol heat transfers from. Usually, on websites, they ask that I check my lines to be 1pt, knockouts to be 2pts, the texts to be made into vectors, and to expand strokes. From some research, I’ve learned a bit about underbase layers and separating colors, or changing it to Pantone’s, but I don’t understand if this is something the printer does, or I should do before sending it in? Can someone give me the gist of what your printer does for you and what is truly expected from your graphic when you send it in? A couple of websites have slightly different requirements with whites and that’s the most confusing for me. Any help would be much appreciated, thanks for reading.
