Default Help with VECTORS EPS please

So I have a question. I have been making shirts and stickers for a few years, using heat vinyl for the shirts. Mainly text. I also do simple images. I need a couple of vectors now and then and have looked at shutterstock and also a place called 123RF. My question is, if I did buy some credit with one of these places and select the EPS file, is it editable? so can I ungroup and break images apart and mix them up to get the image I am after? Are all EPS files cuttable?(so suitable for my plotter?) Any help greatly appreciated, eventually I will teach myself Illustrator or Coreldraw, but for the time being was going to give this a go. I don't really have the money to invest $50 to try it and then find I can't cut or edit them, Thanks for your time. Katrina.

To a certain extant you can edit an EPS file with AI or even Corel but it will depend on the complexity of the image whether you are successful or not.

I am looking at quick basic images, where I would want to take bits that don't touch anything else out and add things off others, if you know what I mean. So if I had an eps from shutterstock of for eg two eyes, a nose and a mouth. I would want to ungroup, and maybe take out an eye, and maybe replace it with something else. I have done it with eps files I have on my computer already, just wasn't sure if I could do it with ones I purchase. Thanks for your advice.
