I am based in New York and I am trying to find a fabric manufacturer who I could go to and tell how I want my shirts to feel and be like. That could make Polos, Hoodys, Sweaters, T Shirts and maybe even jeans. How would I find a place that does that? Where do I search to find a fabric/clothing manufacturer or what they are called, thanks.

Keep in mind that the minimums for customer garments are usually pretty high (1000+ pieces or so)

But as qcumber posted, alibaba is a good source for finding custom garment manufacturers.

We even have a few folks that work for manufacturers here in the forums If you post your exact specs as a SERVICE REQUEST post in the Classfieds area, you may get some responses from fellow members.
