It still depends on what you call "quality". Some people that's a softer shirt. Some people that's a more durable shirt. For some that's a thicker t-shirt. For some that's a thinner t-shirt.
You need to find out exactly what kinds of t-shirts these people buy (weight, fabric, sizing, styling) and then try to match that with what is available in the wholesale marketplace.
What is the market you are trying to design for? That also influences what type of shirt is considered the "best"-- different markets have different preferences.
Well, you might even want to consider having your shirts custom manufactured to your specifications for such a market.
But like the others said, you really need to know what criteria your customer base considers for "quality". Some criteria to consider would be:
Comfort
Softness
Durability
Thickness (weight) of fabric
Thin-ness (weight) of fabric
colorfastness
fiber content
-cotton?
-blend?
-polyester?
-bamboo?
-recycled cotton?
-organic cotton?
Type of dye used
Stitching type
Cut & fit
stretch-factor
so many more...
Now if you said, who makes the most durable tee in a lightweight 4.1 - 5.0 oz 100% combed, ringspun cotton fine jersey fabric, then there can be some options listed that fit.
Or who makes the most color-fast, shrink-resistant, longest-wearing tee in 50/50 heavyweight 5.5 - 6.5 oz cotton poly tees, then some specific options can be listed.
So I think you really need to research your market a little more and find out what your potential customers are looking for, then move forward from there.
