It's hard to tell from the grainy photo (probably would be too from a better photo anyway), but I'd guess it's just cotton jersey, either resist dyed or discharge printed.

It's actually the material of the shirt. It's like a vintage look and feel. Parts of the cotton is weaker than other parts.

That can be done with potassium spray I believe.

I know that Alternative Apparel has a shirt called the destroyed tee or burnout tee that has part of the cotton thinner than others.
