Well I am a skater and I can tell you that many of the sweatshirts that I have from Hurley, Element and others come from Independent Trading Company.

There are many posts in the forum about obtaining a resellers license that you can read. To give you the skinny, if you want to establish yourself as a business, you need to contact your State Board of Equalization and file resellers paperwork. The paperwork takes no time at all but now you are required to keep records for business tax purposes.

I am not sure what you mean by what are the limitations to having one? It doesn't really limit you, although not having a license will limit you.
