Not sure what the specs are. I have not found one from an authentic source. There are some available on the web, not sure of their authenticity.
I sell three types of t-shirts. These are for urban market and we change the length with the trend. Customers want long shorts, we make long shirts, they want short shirts, we make them short.
SAAD 3x-5x runs between 36-38 inhces
Hood 3X-5X runs between 37-39 inhces
Hood 215gsm runs between 38-40 inhces.
Initially I thought I was selling tall t-shirts until I saw measurements on a big and tall statement website. When I asked one of my customers about the length of regular t-shirts(just the opposite of what you are asking) he suggested, I cut 3-5 inches of my t-shirts length. His suggestion was confirmed by tall and big website.
One website suggested Tall t-shirts length 5 inches longer than the regular length t-shirts(3X being 34 inches long, will be 39 inches long).
However, I have been asked for a length of 40 inches for 2x which is longer than usual tall t-shirts length(38 inches based on above formula). So, this is a very subjective matter to customers. Depends on the height of the person, the standard tall length may not even work.
