Hi Miss Kim, welcome to the T-Shirt Forums!
If your students are starting a t-shirt company, they probably wouldn't need a "factory" where they make the actual garments.
T-Shirt companies usually buy t-shirts already made (like Hanes, Fruit of the Loom, American Apparel) and then they have those shirts printed by a screen printer.
There are lots of screen printers in the Sacramento area that can show you the process of how a blank t-shirt gets turned into a printed t-shirt.
As far as a factory where the actual garment is made, the closest one I know of is in Los Angeles.
