Most of the blank wholsellers in Japan require you to be a registered stock company to purchase from them unless you are prepared to spend 600-800 yen (6-8 usd) each shirt. You can import the blanks but remember that Japanese and Asian sizes are completely different in Japan. Everything is a size down (a US medium is a Japanese Large) I learned the hard way and now I have over 2500 Hanes shirts I cannot sell because the Japanese market is SO different (you want em...ha ha ).
Import/export is kind of a pain in the @$$. Unless you are willing to spend 4 hours in customs and sift through a mountain of paperwork written in Kanji, I would hire a broker to import for you. But in the end, the price to hire a broker, the cost of the shirt, shipping, and import tax/duties, you might as well buy from a distributor. Not trying to discourage you, just bringing up the real life things that will be tossed at ya.
