Default Decal composition question?

I'm interested in car decals - window and body. But I wanted to do something other than straight vinyl application. I would like to use a transparent polyester (or other material) base, overlaid with the typical vinyl (cast or calendered). And I'd like the base to be water-slide so that the completed decal could be applied like the decals of old days. Is this something that is being done, or can be done? As I was driving today I saw a decal today that appeared to be made with the transparent base and overlaid with some type of material.

Sounds like a printed static cling decal. Could also be someone who didnt know how to apply a vinyl graphic decal and left the transfer paper attached.

I would think there might be a potential use for a transparent base w/ overlay type decal. The standard vinyl required application tape, removal from base material, and re-application. I would think the water-slide decal would allow the end-user to apply a pre-made decal w/o the need for tape and squeegees, etc. If the transparent base is cut exactly around the image, no obvious base would be visible. In the one I saw today, the box around the image was visible and obvious. But that's because the transparent base wasn't cut to image size.

Some of the vehicle graphics like the Fast and the Furious type are printed on a clear vinyl and then contour cut. After the clear coat is applied, you still the ridge the edge of the vinyl creates.
