I have been asked to look into making some stickers for a friends company that wants stickers to give to its employees to put in their cars so they know if anyone is parking in their car park that isnt allowed to.
Any way i only have a GX 24 and wanted to know what other stuff i needed to make them.
They would be a 2 colour design and ideally would need to peal off easy without leaving any sticky marks
Was thinking of just getting clear vinyl circles and putting cardboard inlays in them and then sticking that to the window but wanted a little more professional approach.
I'm not sure how you can do this with just a cutter and not a printer/cutter.
I would print them reverse on removable clear vinyl like Orajet 3620. If you wanted it look like its on a white background from the outside I would laminate some white vinyl that had a white or clear adhesive on the "back".
Then everything is put back in the machine to be cut.
You could cut all the info on the sticker, weed it and then layer a cut and weeded back to it.
The problem is how detailed is the sticker and how many does he need.
If these stickers are going on the inside of the window,my suggestion would be to get some clear polyester labels, mirror print them and if a white background is needed floodcoat the labels with a white ink in a screen press.

When you say print them do you mean with a ink jet printer or screen print? And the floodcoat means what

screen print it with a suitable white ink.
Another system might be to cut slighty larger white circular vinyl discs, centre your printed discs and stick the lot on the window.
There might be a better way but those are my thoughts.

These are some that my sailing club had done ages ago.
They are more of a rubbery material that sticks with friction.
Any idea how these were made?

These look like they were made using the process that I described above. Though instead of the white vinyl backer they may have printed an overlay of white after the blue. I can't print white so I have to add the white vinyl. Also they most likely used static cling for the clear.
I think you trying to do something with a cutter, that while it can be done, is best done with a printer/cutter.

Just looked into the static cling and looks very cool! I will need to look into a printer cutter but really unsure what one to get. Can you advise on something that is cheap but still creates great results?

Not sure, never had to shop for one, it was here when I started. I do know that new the lowest price I have seen is about $9,000.
You can also use a vinyl cutter with an optical eye, like the GX24. It uses registration marks on sticker paper printed by your desktop printer to cut around the stickers.
