Default Neon, LED & Electrical sign questions

I know this site is not about these kind of signs, but I was wondering if anyone could tell me how these kinds of signs work and are made.

I was browsing around on midwest sign and screen printing supplies website and saw they sold stuff to make neon, led and electrical signs.

I was just wondering if any of you make these signs and what you could tell me about them.
