Not usually. Most vinyls will not work with home inkjet printers, most use ecosolvent inks. The regular inkjet inks are usually a water based and will not stand up to weather or liquid on it. But from the looks of papilio.com there is really a viable option that is possible.

It actually works with a laminate sheet or liquid laminate on top. We have even tested with clear oracal 651 over the top. We are using pigment inks and an epson 1400.

You are correct. I didn't think of that, but you would have the extra expense of the laminate too. So yes, it is possible but not always a very viable choice.

Most outdoor color printed lasting decals will have some sort of laminate.
