Default I've got $600 to spend...set me up with a vinyl cutter package...

Hello folks. I've got a budget of $600 to spend on a vinyl cutter and supplies. Currently I've got nothing but a heat press. Although I do have screen printing supplies, but I want to get started in the world of vinyl. Mostly I'll be using this to cut designs for shirts (names, numbers, short runs, etc.), but I will probably want to do some signs (window decals and such).

So, my question is...If this is all you had to spend, what would you get as a good starter kit?
