Question scan a design and cut unwanted vinyl out

I'm looking to purchase a vinyl cutting machine but I am looking for a machine that can cut anything I scan, like a logo that I scanned or a design from internet.

What your asking for is unlikely to exist. For better explanations than I could write it would be a good idea to search on vector to bitmap and looking through the cutter section.

BUT the basic process is you scan the image, trace it using photoshop/corel/inkscape, maybe clean it up before or after.. then you can import it in to your vinyl cutting software to cut it.

It is to do with the cutter requiring a vector drawing so it can "follow" the lines created in the tracing phase that don't exist in jpg type formats.

its all in the software you get to run your cutter.
most programs have an auto trace,so you can turn your image into a vector.
you can also convert your image to a vector in corel and adobe illistrator
