How much twill and fabric will you be cutting? The Ioline can cut multiple layers of twill and some thick applique fabrics. Beyond that it's overkill for any other application. The GX-24 can cut everything else, but doesn't do well with multiple layers of twill. If it's a t-shirt vinyl or flock, the GX-24 is a great machine.
Make your decision based on the volume of material you'll be cutting. The Ioline is a great machine for the thick stuff.
