A cutter is also called a vinyl cutter or a plotter. It's a machine that cuts vinyl from designs on your computer.
It can cut sign vinyl or apparel vinyl (and other media).
They range anywhere from a couple hundred dollars to quite a few thousand, depending on its size and capabilities.
There are also some printer/plotters (printer/cutters), that will print on your media, then cut individual designs out, like stickers or t-shirt transfers.
If you're only cutting vinyl, you don't need a very expensive machine, but some machines will cut smaller details than others will.
