Yes, from the limited search I just did, the Encad Chroma 24 is what is known as a "raster plotter", or large-format printer.
So, no, it won't do what you're looking to do.
If you're interested in buying an entry-level plotter, I'm running tests on three (soon to be four) different cutting plotters, including the US Cutter Copam 2500 and (soon) the US Cutter LaserPoint. Both are entry-level plotters.

I personally wouldn't go to ebay for a plotter, even from a reputable dealer. Many times their terms and warranties will be different for ebay purchases. Go directly to a reputable dealer's website. If they offer a better deal on ebay, ask them if they're willing to give you the equipment for their ebay price by buying direct from them (that's what we did when we bought our Graphtec plotter, and we saved over $100, and still got their 10% off of supplies discount for 30 days).
