For apparel vinyl or inkjet transfers?

For apparel vinyl, take a look at the USCutters plotters.

For inkjet transfers, if you really must stay under $500, then you're looking at a Graphtec CraftROBO CC200-20, but that won't be acceptable for signs...realistically.
