Yes, but it would require a little experience.
1. Start with the white background as a solid piece.
2. Lay down a solid yellow, with the "ski-doo" white & black lettering cut out.
3. Lay down the orange
4. Finally, lay down the black.
Most important is the selection of film that you will use. You need one that is not too thick and is easily weeded. Also, one that lends itself to multiple reheating without distorting.
Don't ask me, the only four layer design that I have done, I did all in Stahls Thermo-Film. I do not have experience with other manufacturers in four layer designs.
