Does anybody know where I can get custom flock transfers done? I only need 15 pieces of one design and 15 of another. I am eventually going to get my own cutter but can't just yet and need to get these done.

Any direction is really appreciated.

Try to find someone in your local area with a vinyl cutter who does custom shirts and outsource it to him. Internet, yellow pages, telephone book could help you to find someone like that. If you could make an appointment where you could see the shirts actually being pressed, you could stay on top of quality control
