I am trying to find a good/great source for vinyl.
I am rather new to this and there is a local supplier but it seems (based on net resources) that their prices are twice what the going rate is. That's fire for small amounts and "need it now" items, but in the long run I need better prices.

Also, I am looking for cling decal, and light tack clear stencil material. Can anyone point me in the right direction?

"Best" has a subjective meaning in this case. For me best is cost to availability. To others, the manufacture makes it the best. Check to see if you have a Fellers near by. This will give you the option to order online or phone-in and pick it up same day. They stock a wide range of quality and types. They carry the low tack paint stencils like youre looking for.
And as Terry stated, Imprintables carries damn near everything you could need for garment adornment.

hi,
I should clarify, I am in LA and figured there should be several hiding here somewhere.

and, the clear stencil is for creating makeup stencils for a friend that does special FX makeup. They need something that will cling but not permanently, to skin so they can repeat designs on different days.
