Exactly what i was going to say, you are wasting your time with recipricol linking as google is looking for one way links.
In order to rank you need to really know how google works so i will give a quick overview of linking just incase you don't.
Basically google ranks a page on many factors (keywords etc) but i will just talk about linking.
Once google has looked at the keywords etc it will then look into how many sites you link to and how many sites link to you, based off this it can look and see which sites are reciprical links, generally these will cancel each other out in terms of improving ranking, although if someone like the BBC were to link to you and you link back the link from the BBC would carry some weight.
In general though google will say "this site has 1000 other sites linking to it, it is popular, i will rank it higher than that site with similar content but only 10 links".
This is a simplistic way to look at it, but generally google see links as a boost in popularity.
