Arrow Feedback - 'Made In USA'... Label

We are using Hanes Beefy T for our shirts.

The screenprint will be US. The embellishments will be 1/2 US, 1/2 imported.

I wanted to create a 'generic' Made In description so its main focus is on being finished/made in the USA but imported from various sources.

It currently reads: 'Made in USA of Imported Fabric"

Will this description work?
OR I can use "Imported cloth, finished in USA"...

Here is what the rules says, but I'm still a little unclear: Rules and Regulations Under the Textile Fiber Products Identification Act
Thanks.

What kind of embellishments? Generally speaking embellishments aren't enough to change "Made in" status. A finished garment won't count as "imported fabric". You might be better off with something simple like "Made in [country of origin]/[Decorated/Embellished/Printed] in the US". Not as attractive, but it has the benefit of actually being true.

Manufacturers need to face up to their choices, and the marketing consequences. If your market wants local production, use local production - don't try and deceive them to save a buck. It's illegal and unethical.
