I'm always getting solisited by companies like Bid Net and Great Lists. They sell contact information from business and governments across the country for marketing purposes. It cost around $1,500 or more per year. I was thinking of giving one a try, but wanted to find out if it's worth the money first.

Sounds like they are selling email lists. Since you don't know whether the companies on the list agreed to signup and receive commercial emails from you, I'd be VERY skeptical.
