What is the best way to get noticed on a search engine such as Google or Yahoo?
It can take weeks or months to get on the search engines - signing up with them just lets them know you're there, it doesn't necessarily place you near the top. There's alot of threads here about Search Engine Optimization, search and read as many as you can!
You don't need to "sign up with them" you just need a link to your page that google's spiders can follow. There are tons of SEO blogs out there, go check them out.
Use Google Webmaster (which will turn up in a search) and keep to the rules.
There's a lot of help that Google gives.
In the UK the market breaks down to about 90% Google 8% Yahoo and the others. Concentrate on Google.

Also, remember that even once you get a handle on SEO, it's an ever-changing beast! I suggest subscribing to a good SEO blog to keep yourself abreast of the latest algorithm changes and trends.

Everything that has been said above. Also, if you can design your site using Wordpress, you can make it a whole lot easier to do the SEO, plus Google loves Wordpress.
