Can most screenprinters take pencil images and tranfer them into what they need to print on Tees.

Yup, these days programs like illustrator and photoshop are where it's done.

I just did it this afternoon. Scanned in a pencil drawing, did a little clean up in photoshop. Added a couple filters/effects and came out with a design the customer was quite pleased with. Total artwork time was about 30 minutes, most of it was spent cleaning up the eraser marks from scanning the paper. I probably could have reduced that a bit if I'd chosen my scanner settings a little more carefully.

I need pencil artwork converted and sample Tees printed up. I would like to find a good screen printer that will treat me right. I will have a complete line of clothing out in mid Oct.
