What method of t-shirt printing does a company like Affliction use to do their velvet like graphics?

I'm not 100% sure what you mean by "velvet like", but I'm pretty sure all of affliction's t-shirts are screen printed in one way or another.

There are a lot of different screen printing inks out there that can do various different effects.

Flocking it is. There is also a "suede" ink that is sold by Willflex, very nice to the touch but a bit thick and heavy when you wear it. Unless it's a small design. But flocking is really soft and comfortable to wear.

You can purchase heat transfer flock sheets, there will be limited colors but you screen print your design, use a screen printable adhesive ( superbond ) cure normal then heat press, it only adheres to the adhesive and now you have the screen print with the flock. It's not going to be as high as a normal manually applied flock but you don't have the mess.
