If a bug light is truly emits zero UV light then it seems to follow that four lights would continue to be light safe, but since I don't have any experience I thought I would ask if an otherwise light safe room nicely lit with bug lights remains light safe.

Yes, your still safe with 4. UV light is the enemy and the yellow coating block UV light.
