Vellum texture finish, translucent paper is used with laser printers because it can hold more toner than smooth paper.
Who told you/sold you vellum for inkjet and laser? Even the master of laser vellum Caseys' Page Mill sells ccoated film for ink jets.
Ink jet ink needs an absorbent coating, laser toner is electrostaticly attached, then melted on the paper.
You will get instant UV dMAX greater than 3.0 with a screen printing RIP that will increase density and translate Postscript output.
Do you need it? What UV opacity do you want? Do you want to learn to use the free Ghostscript Postscript emulator?
Full color graphic programs don't have any output functions except for Postscript, and they don't increase density. Add to that, they don't easily convert output for 8 color printers into multiple 1 color prints.
