New to the thread, maybe this was posted before.

I want to find a good Seattle based (or around this region) screenprinter that can do screen prints, as well as belt printing, all-overs, etc.

Young guy, does it out of his garage. I met him at the Green Festival Seattle last year. Cannot find his card, will keep looking. He will be hard to find since he is just starting out. Word of mouth is the best way, that way you know you can trust them and the price will be right. Have a list of questions prepared and make sure you can visit their facility anytime. Good Luck!
