There is a place by me that carries them but I'am in the States. What might be easiest is to call a electrical supplier near to you and explain what you need.IR panels are used for lots of industrial applications. The guy near me will even re-built the elements so I don't have to re-buy the frame.

Hey bz, did you call like I said?Sometimes you can't find everything on the net.Like I said call a electrical parts supplier near you.Get a person on the phone and tell them. The place near me is called Hi-Watt.It's in Fraser,Michigan.I found them looking for bulk fuses for my 220 dryer. When I was talking to them I told them what we manufacture and the other replacement parts we use. They said "Hey,we carry ir panels too"We can help you out.
Believe me you just have to open the phone book.I know it would be easier to tell you exactly where but after printing and maintaining equipment for some 20+ years,I get most everything locally.Unless its extrusions for pallets or specfic parts for the auto.Going local saves on shipping and you create lists of local suppliers that can help you out in a pinch.
Most times I have been able to get through a major break-down fairly fast because of these local contacts.Sorry to beat it to death, but I KNOW you have someone near you that carries what you need.

Google "radiant panels" you'll find it.
