Default Pigment Question

Is there a difference in pigments used for water-based ink and those used in plastisol? I have some pigment from a distributor (one stroke) that only sells plastisol products, but I have used it previously in discharge ink and it seemed to work fine. If there is a difference between solvent-based pigments and water-based pigments, then in theory this should not have worked. I am planning on changing my shop to stock pigments and bases instead of lots of different jars of pre-mixed ink. Do I need separate pigment stocks for water-based inks and plastisols?
