Hey guys ive been having some trouble with a halftone design..

First off, the image I am working with has a low resolution and is small to begin with. I tried playing with different lpi and frequency in photoshop but it just doesnt turn out well at all. It is extremely blurry and very hard to make out... Would it be the image size or just improper halftone settings??

If it's a low res. image and there is not enough pixel info, that is what you are going to get.
