Default Silk Screen Problem HELP

So today, I set up my silkscreen and got the emulsion set up. For exposure time I used a 500W Halogen Lamp at 15 minutes. (Previously I did about 9 minutes). I'm not so sure what to use with a 500W Lamp. After I washed the burned area out, I allowed my screen to dry before using it. When I tried to start painting, I got bloches all over my design on the shirt. The paint seemed to bleed through the masked areas. Also, sometimes the paint got stuck inside the stencil area. Does anybody know what I'd doing wrong?

Setup:

Speedball Silk Screen
White Fabric Paint
500W Lamp @ 15min exposure

I have never used anything but an exposure unit and sunlight to expose films. but here's my 2 cents.

when you coat your screens with emulsion make sure you get good clean coverage.

when you burn your screen try using a piece of glass to hold your film tightly against the screen.

before you burn your image, take a coated screen a perform a step test to determine the proper exposure time.

when you wash your screen out, give the water a chance to work on the emulsion, don't try to FORCE it out, damaging other areas of the screen.

when you print with water based ink(or ink that will dry in the screen), keep the stencil flooded (ink in the screen where the image is)so the ink doesn't dry as fast and you'll get a little more working time.

take your time and understand everything thats happening during the process....

Did you mix your diazo with it? The emulsion I have I had to mix a little bitty bottle of stuff called diazo with it to make it photosensitive.

I don't know much about speedball stuff.(I don't know much about anything, yet.)

if the ink is getting stuck inside the stencil it sounds like those are water spots. the easiest way to fix that is clean the ink off your screen then simply rub a wet cloth over the affected area. and if you have an air line blow it out with an air line if not try a blow dryer with cold air. as far as the ink comming out of the emoltion it sounds like you had dirt on your light table... but I would have to c a pic in order to be sure

sounds like I forgot to flood. I completely forgot about that. I`ll get some pictures up soon if there are any more problems. Thanks for the help so far guys!!
