The difference in price between PaintShop Pro and Photoshop definitely makes it tempting to go with PSP, and PSP has some good features, but the question you should ask yourself is if you want to go with the less expensive choice, or the industry standard. Additionally, I'm not sure what vector tools PSP has, and Photoshop's are pretty good, but if you want to use mainly vector art, then Adobe Illustrator is the way to go.

That said, if I were you, I'd try to look for a used copy of Photoshop CS or CS2 for cheap. That way you can learn the industry standard and still not spend much money (I've seen CS2 on ebay for between $150-$200, CS is probably much cheaper).

I'd stick with CS2 if you can. Some of the newer plug-ins won't work with CS. Some of them.

YES! if you are looking to do vector Photoshop is not what you are looking for, photoshop is a raster. Illustrator is a vector software and that is what you want to go with.

Adobe Illustrator is made for vectoring. Photoshop is used mainly to edit photos and drawings after they have been created. There are a couple free programs online that will vector images for you. I cant think of them off the top of my head though. The good thing about Adobe Illustrator is it has a Live Trace function which will automatically vector your image also.
