In desert areas like Los Angeles, Arizona, Florida water is scarce, thus expensive. Filtering and recirculating water eventually saves money after paying for the cost of equipment.
It seems a waste to let all that nice water just go down the drain. In Brooklyn, we have to pay for all water in - And pay the city of all water out.
Recirculation puts used water in a storage tank and re-uses it.
It helps pass water through a filter water to remove what you don't want in the water.
Your question is not easy to answer without discussion.
